NGO (A non-governmental organization) is an association normally citizen-based that independently carries out its functions without government interference usually to serve some social or political purpose.

The World Bank grouped NGOs into two. The operational NGOs, which primary concern is to develop projects and the advocacy NGOs whose major goal is to promote a cause.
